The Agilent 8648C / HP 8648C is a low cost signal generator that delivers the performance needed.

Frequency range of 9 kHz-3.2 GHz, + or - 1 db level accuracy (through 2.5 GHz) and 4 Hz residual FM at 500 MHz.
